Kapaa Highlands is a New Community development opportunity on Kauai. This 97 acre Ocean View (phase one) is a ìPlanned communityî and is positioned to be the pride of an Expanded Kapaa, itís a natural growth extension to Old Town Kapaa. Centered behind the Kapaa Middle School it offers the opportunity of the first "Complete Streets" development on Kauai which combines living space above shop space on one main road along with housing and a new Swimming pool for Kapaa. State and County Government do support the plan as do segments of the community.
Currently Kapaa Highlands also has letters of support from the County Mayor, as well as the Planning, and Housing departments. They have letters of approval and conditions from the Waste Water, State Highways and the Water departments, we're told, that the current Eastside Waste Water plant has under capacity and would be more efficient with greater volume, and the plan is to directly use the connection fees to upgrade to the countyís aging plant.
The Kapaa bypass road, part of which is currently privately owned by the developer will be donated to the State upon final Subdivision approval. The Highways Department will provide a traffic impact study as partial consideration for the continuous FREE use of the roadway. The Department of Water has approved the Kapaa Highlands for water, and a well source has been developed as a trade for storage in the D.O.W. tanks.
The phase 2 LUC application is filed with the State for close to 800 residential units. This is with the Countyís blessing and is supported by the County General plan and the County Development plan
The Kapaa Highlands is a 163 acre 12 lot Agricultural subdivision. The subdivision project consists of two phases. Phase 1 will remain an agricultural 5 lot subdivision. Phase 2 is rezoning and subdividing 7 of the Agricultural lots into 86 single family lots and 22 multifamily lots ranging from 1 to 5 acre parcels. The overall project has an AG subdivision tentative approval. The final subdivision requirement for water has been met, and entitlements for the overall 12 lot AG subdivision are expected to be complete this year, with the Phase 2 LUC zoning approval expected near the end of this year. A partner is also sort for Phase 2, completing the residential community master design and a partner or various developers to do the build out.
The development plan is first to complete Phase 1 of the project. We will use 1 million in proceeds towards paying for minor road improvements for phase 1 and the required water improvements for both phases 1 and 2 (816 water meters total). The plan is to develop the remaining 97 acres, ìPhase 2î as a residential community: 55 acres will be an agricultural subdivision, 97 acres will become a residential community.
The remaining acreage will be for roads, remnants, easements and infrastructure. A test well has been drilled and proven. We have agreed to trade Source water to the Dept. of Water (D.O.W.) for storage. We have final water Approval for the 800 Water meters. A Solar farm was built as part of the log term plan and is in place producing energy for Kauai and for this development, 1.2 megawatts of energy is feeding into the Kauai electric distribution grid right now.
The developer is in the final stages of securing a State zoning amendment so lots 7 thru 12 can become a residential community, and they have ìconditionsî letters in place for Sewer and Roads that are favorable to the project, and Sewer Capacity and transmission is in place. The developers are also seeking island partners to make the project successful, and to keep it local with all the work going to Kauai companies..
